Background
The customer operates a manufacturing industrial park. The park mainly leases standard factory buildings, and its tenants are mostly small and medium-sized manufacturers. The operator has two duties: attracting tenants, and re-supplying electricity to tenants and collecting the charges.
Problems in investment promotion
Leads come mainly from agents and referrals by existing tenants. The operator lacks an overall view of upstream, peer and downstream companies in its leading industry. Whether a company can actually settle in the park often becomes clear only late in negotiations, after considerable effort has been spent.
Problems in energy management
A sub-metered park has a single meter on the grid side and distributes power to tenants through its own meters. The grid bill includes energy charges, line losses, power-factor adjustment and capacity charges, and provincial rules on re-supplied electricity differ. With manual allocation, the sum charged to tenants easily departs from the grid bill, and arrears collection lacks a clear basis and record.
The system
Supply-chain-based investment promotion. The system maps upstream, peer and downstream companies in the park's leading industry; each node is a factory that can be contacted directly. It monitors publicly verifiable information on relocation, expansion and planned projects. AI pre-assesses four site-fit conditions (buildings, approvals, emission and energy quotas, and land), and intelligent outbound calling handles the first round of contact.
Monthly settlement. Settlement follows each province's rules. Energy charges, line losses, power-factor adjustment and capacity charges on the grid bill are allocated to tenants item by item, and the total payable by tenants matches the grid bill.
Prepayment and alerts. Prepaid balances, tiered alerts and disconnect and reconnect policies configured by tenant type are fully logged. Tenants check balances and bill details in a mini program.
Where it applies
The same approach suits manufacturing parks and standard-factory projects that lease buildings and re-supply electricity to tenants.
